JOB SUMMARY:

Under direction of Mayor and Town Council, this position is responsible for the maintenance of Town facilities, street repair, inspection, and code enforcement. This position oversees and directs a variety of independent contractors performing projects and maintenance activities for the Town. This is a full time and on-call position. MAJOR DUTIES:

  • Plans, manages, and oversees work of independent contractors performing construction projects or maintenance activities for the Town.
  • Prepares bid specifications or obtain quotes for equipment, contract services and other materials as needed; monitors payment and contract compliance.
  • Installs and maintains traffic signage and banners, pavement markings and temporary traffic calming devices.
  • Performs a variety of maintenance and custodial activities for Town facilities
  • Conducts on-site inspections of new construction and repairs or alterations to existing structures and new businesses for Certificate of Occupancy.
  • Reviews plans to ensure new construction and alterations to existing structures conform to all applicable building codes.
  • Conducts on-site inspections of buildings and residences with fire or structural damage to determine which repairs and permits are needed.
  • Advises property owners and contractors on proper application of Building Codes.
  • Enforces Zoning and other ordinances that pertain to property maintenance, health and safety and site plans.
  • Monitors contractors to ensure compliance with state and local licenses, permits and inspection procedures.
  • Visually inspects properties for code violations as initiated by a complaint or routine inspection.
  • Enters data into the computer to generate notice of violations to property owners or to record inspections.
  • Responds to citizen calls regarding code violations, mail information regarding zoning or city regulations.
  • Research planned districts, nonconforming uses, plats, and illegal uses of property.
  • Manages city contracts for the clearing of lots, to include bidding projects, preparing contracts, awarding contracts, and preparing payments to contractors.
  • Conducts inspections to ensure proper environmental compliance in response to complaints.
  • Provides information to the public and contractors regarding the requirements of zoning and related code and city requirements.
  • Conducts field inspections of junked and abandoned vehicles, abandoned structures and other properties for compliance with city codes.
  • Directs and oversees preparation of department budget and makes recommendations to the Town Council regarding necessary staffing levels, equipment, training needs, and other resources.
  • Closely monitors adherence to department budget. Monitors revenue and expenditures. Reviews financial statements and manages financial operations of department.
  • Prepares semi-monthly reports regarding department activities and presents information to the Town Council, and/or the public.
  • Represents the Town and serves as staff contact for a variety of regional and state programs and committees.
  • Serves as staff liaison to the Town Planning and Zoning Commission, Board of Adjustment and Appeals, Building and Standards Commission and Road and Drainage Committee.
  • Composes, types, edits, and maintains a variety of correspondence, reports, memoranda, and  documents.
  • Performs other duties as assigned.
